Background The National Oceanic and Atmospheric Administration’s (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) aims to provide timely access to global environmental data from various sources to enhance the Nation's economy, security, environment, and quality of life. The National Centers for Environmental Information (NCEI) supports this mission by managing environmental data and providing services. Since 1990, NCEI has supported Regional Weather Records Centers (RWRCs) at public universities across six regions, delivering environmental data and services tailored to user needs. The RWRCs play a crucial role in bridging NCEI with regional communities and promoting understanding of long-term weather variability through user engagement. Work Details The Southern Regional Weather Records Center (SRWRC) will operate within the states of Tennessee, Mississippi, Louisiana, Arkansas, Oklahoma, and Texas. The contractor must be physically located within this region and serve all associated states and territories. The SRWRC will focus on four main areas: 1) Engaging with industry and public sectors to identify long-term weather-related issues; 2) Adapting or developing tools and products based on user requirements; 3) Transitioning tools and services to sustained operational states within NCEI; 4) Sustaining activities that support the provision of products and services aligned with NCEI's regional and national needs. Period of Performance The contract will be performed from September 17, 2026, to September 16, 2031. Place of Performance The contract will be performed in the Southern region comprising Tennessee, Mississippi, Louisiana, Arkansas, Oklahoma, and Texas. Bidder Requirements Bidders must demonstrate a thorough understanding of the Task Order Performance Work Statement (PWS), including methodologies for minimizing downtime and addressing anomalies. They must also provide a Quality Control Plan (QCP), outline lines of authority for project management, discuss subcontractor management processes, accommodate changes in specifications as per PWS requirements, and meet information technology security regulations. Key personnel qualifications include a Director role equivalent to Executive Management.
