Temporary Principal Use Parking Lots During Construction Projects

A recent meeting document City of Providence - City Plan Commission Minutes - 2026-03-03 indicates a future potential acquisition Brown University Health has petitioned to amend the zoning ordinance to permit temporary principal use parking lots to replace parking displaced during construction of a parking structure. The ordinance would allow for a temporary parking lot through a temporary use permit for a development that displaces parking, with the permit expiring within three years or upon construction completion (issuance of certificate of occupancy), whichever is shorter. Temporary parking is only permitted on already paved surfaces without the need to install landscaping and stormwater management, while pervious surfaces must conform to stormwater and landscaping requirements.
