Cut and pile slash
Background The Bureau of Land Management (BLM), High Desert District, Wyoming, is seeking quotes for contractors to complete hand pile work on previously thinned slash units across approximately 52 acres. This project is part of the Wyoming Range Mule Deer Project aimed at removing conifer encroachment from aspen stands and enhancing fuel reduction goals in the Wildland-Urban Interface (WUI) area. The solicitation is issued under RFQ 140L3726Q0084 as a Small Business Set-Aside, emphasizing the importance of technical capability and price in the selection process. Work Details The contractor will be responsible for cutting and piling slash according to specifications outlined in the Performance Work Statement (PWS). Key tasks include: 1. Hand piling slash between 2 inches and 10 inches in diameter and greater than 2 feet in length across designated units totaling 52 acres. 2. Leaving slash less than 2 inches in diameter and less than 2 feet in length on the ground, ensuring it does not exceed 6 inches in depth. 3. Cutting material greater than 10 inches DBH to lengths no greater than 10 feet, scattered to maximize ground contact. 4. Felling snags that pose immediate hazards and treating resulting activity fuels as per PWS guidelines. 5. Constructing piles that are rectangular in shape with specific dimensions: - Maximum pile size: 14 feet long, 12 feet wide, and 10 feet high; - Minimum pile size: 8 feet long, 7 feet wide, and 6 feet high. 6. Ensuring piles are constructed adjacent to designated treatment trees while adhering to exclusion buffers for reserve trees. Period of Performance The contract will be performed from June 30, 2026, to September 30, 2026. Place of Performance The work will take place at the Burdick Focus Area of the Wyoming Range Mule Deer Project, approximately 12 miles WSW of La Barge, WY. Bidder Requirements This opportunity is set aside for small business concerns. Bidders must demonstrate relevant experience by providing descriptions of at least two similar projects completed within the past five years, including project names, dates, descriptions of services provided, owner contact information, and total dollar values. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior contract 140L0620D0034-140L3725F0111 awarded to Summitt Forests for $86,754 (04/30/25–09/30/25). The prior work (“WYOMING RANGE PILING”) involved cutting and piling slash to meet similar specifications, and the current RFQ likewise requires cutting previously thinned slash units to appropriate sizes and constructing piles per the PWS. The shared focus on hand pile slash treatment in the Wyoming Range suggests the 2026 effort is a continuation of the same type of piling work.
