Summary (Newest Update)

Background The US Geological Survey (USGS) is seeking to operate a NADP/NTN wet atmospheric monitoring station as part of its mission to monitor environmental conditions. The goal of this contract is to ensure the collection and processing of precipitation samples, as well as the maintenance and operation of the monitoring equipment. Work Details The contractor will be responsible for the following tasks: - Conduct weekly site visits to collect, process, and ship precipitation samples. - Collect, process, and transmit associated data from the site, including maintaining records of precipitation gauge readings. - Perform routine instrument checks and maintenance, including necessary repairs to ensure proper operation of the monitoring station. Period of Performance The contract period will commence on July 1, 2026, and conclude on June 30, 2027. There are options for four additional years extending through June 30, 2031. Place of Performance The work will be performed at the NADP/NTN wet atmospheric monitoring station site PA18. Bidder Requirements This solicitation is a Small Business Set Aside - Total (SBA). Bidders must demonstrate capability in operating environmental monitoring stations. Relevant experience in similar projects and necessary staffing credentials are required. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award 140G0121P0063 for “Acid Precipitation Monitoring Services, Site PA18,” awarded to Horner Kevin for $44,298 (02/10/21–02/09/26). The prior work is directly tied to the same monitoring location (PA18) and similarly involves operating the NADP/NTN wet atmospheric station, including weekly collection/processing/shipping of precipitation samples and routine instrument checks and maintenance. The current RFQ’s scope reads like a continuation of the same site-specific monitoring services.
