NNSY Apprenticeship Program

The NNSY Apprenticeship program is a planned and progressive, career-related, co-operative education employment program that develops and enhances an apprentice's knowledge, skills and abilities (KSA's) as it related to their chosen trade. During the apprenticeship, as part of their normal work schedule/assignment, Apprentices will receive classroom academic instruction provided by an accredited Educational Institution, receive industrial trade-based instruction from Government personnel, and develop, apply and refine their KSAs through On-the-Job Learning (OJL) in scheduled work experience through the trade's established key processes. Upon completion of the required academic classes, the Apprentice shall possess a Trade Technician Career Studies Certificate in a marine industrial occupation and be prepared to perform at the journeyman worker level. The apprentice will be certified as a journey-level worker by both the Department of Navy and the Department of Labor.

Work Details The contractor will provide venue rental for the Norfolk Naval Shipyard's Apprenticeship Graduation and Awards Ceremony from 2026 to 2030. Key requirements include: - Total attendance capacity of 1200 to 1400 people with stadium seating only. - Venue availability from 09:00 AM to 9:30 PM on event days. - A separate room for pre- and post-ceremony receptions accommodating at least 15 personnel (refreshments provided by NNSY). - An area for gown volunteers (12 helpers) for check-out/check-in. - Provision of a podium, microphone, and American Flag for the ceremony. - Three tables for awards and certificates. - Adequate space for a local high school band (30 members) to perform before and after the ceremony. - Ceremony scheduled from 6:00 PM to 9:00 PM with a rehearsal at 09:00 AM on a TBD date. - Individual dressing rooms with restrooms and showers for Apprentice staff. - Adequate stage lighting for visibility during the ceremony. - VIP parking spaces for 15 guests. - Provision of five radios (walkie-talkies) for apprentice staff communication. - Ticket collection by venue staff in coordination with NNSY volunteers within two hours of doors opening. Additional services required include clean-up, security (six armed police officers, metal detectors), technical support for lighting and sound, house equipment provision, and a bomb-sensing K-9 unit sweep prior to the event. Period of Performance The contract will cover events occurring on the fourth Thursday of September each year from 2026 through 2030, specifically on September 24, 2026; September 23, 2027; September 28, 2028; September 27, 2029; and September 26, 2030.
