Background The Department of Veterans Affairs (VA) requires professional courier services between James H. Quillen VA Medical Center (JHQVAMC) and its outpatient clinics. The goal of this contract is to support continuity of patient care while ensuring compliance with federal, state, local, and accreditation requirements. The contractor will be responsible for providing all necessary personnel, supervision, vehicles, equipment, supplies, licenses, permits, and management to perform laboratory courier services as outlined in the Performance Work Statement (PWS). Work Details The contractor shall provide non-personal scheduled courier transportation services for biological specimens and related medical materials, inter-office mail, and miscellaneous equipment and supplies. Key tasks include: 1. Timely pickup and delivery of specimens and materials while maintaining integrity and chain of custody. 2. Compliance with applicable regulations including VA policies, HIPAA, OSHA, CDC guidelines, DOT hazardous materials regulations, and Joint Commission standards. 3. Employing qualified personnel who are trained in HIPAA/privacy requirements, OSHA standards for bloodborne pathogens, hazardous materials handling, infection control procedures, and emergency response procedures. 4. Maintaining a temperature-controlled environment for transporting lab specimens. 5. Providing backup personnel and vehicles to avoid service interruptions. 6. Ensuring all vehicles are properly licensed and equipped with necessary safety materials. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Services will be performed at various locations including James H. Quillen VAMC Laboratory in Mountain Home, TN; multiple outpatient clinics across Tennessee and Virginia including Bristol, Sevierville, Mountain City, Morristown, Rogersville, Vansant, Norton, LaFollette, Knoxville (multiple locations), and Jonesville. Bidder Requirements Bidders must comply with the Service-Disabled Veteran-Owned Small Business (SDVOSB) requirements. They must provide evidence of employing qualified personnel with valid driver's licenses who have undergone background checks as per VA requirements. Additionally, contractors must ensure that their personnel maintain a professional appearance and conduct while on VA property.
