Maven Registries Maintenance and Operations

Background

The State of Texas, through the Texas Health and Human Services Commission (HHSC), oversees the operations of the Health and Human Services (HHS) system in Texas, which includes HHSC and the Department of State Health Services (DSHS). The agency is seeking a qualified vendor to provide Maven Registries Maintenance & Operations (M&O) services to support critical public health initiatives. The Maven platform facilitates data management for communicable diseases, enabling public health officials to track and analyze disease exposure events effectively.

Work Details

The contractor will provide comprehensive maintenance and operations services for two In-Scope Maven Registries: the Blood Lead Registry (BLR) and the HIV/STD Integrated System (THISIS). Key responsibilities include: 1. Transition Phase: Logistical arrangements, security protocols, project management presence, knowledge transfer from incumbent providers, and readiness assessment. 2. Registry Operations Phase: Day-to-day operations including system maintenance, report generation, adherence to coding standards, quality measurement, and ongoing service delivery monitoring. 3. Turnover Phase: Administrative activities to ensure smooth transition of operations at contract end. Specific tasks include troubleshooting application issues, providing software updates and patches, conducting routine system health checks, and ensuring compliance with HIPAA standards. The contractor must also develop a Change Management Plan and Risk Management Plan as part of their deliverables.

Period of Performance

The contract will commence upon execution and will include specific phases: Transition Phase, Registry Operations Phase lasting throughout the contract term, followed by a Turnover Phase occurring six months prior to contract expiration.

Place of Performance

Services will be performed primarily at designated locations in Austin, Texas as required by the System Agency.

Bidder Requirements

Respondents must comply with specific requirements including providing a full-time project manager with relevant experience in Maven systems, adhering to training requirements for personnel regarding System Agency processes, submitting a HUB Subcontracting Plan if applicable, and ensuring all services meet accessibility standards as per Section 508 of the Rehabilitation Act.
