Background

The Texas Tech University System is seeking proposals for Construction Manager-at-Risk (CMAR) Services for the expansion of the Dental Oral Health Clinic (DOHC) at the Texas Tech University Health Sciences Center in El Paso, Texas. The project aims to enhance dental education and patient care by expanding existing facilities to accommodate growing enrollment and modernize clinical spaces. The project budget is set at $11,500,000 with a construction budget ranging from $8,500,000 to $9,500,000.

Work Details

The selected CMAR will be responsible for managing the construction of approximately 13,750 gross square feet (GSF) within the Box-E Warehouse. This includes creating new facilities such as an Orthodontic Clinic, Ambulatory Surgical Clinic, Special Needs Clinic, and administrative support spaces. The CMAR will oversee all aspects of construction management services including preconstruction services (cost estimation, constructability reviews), coordination with design professionals and subcontractors, safety management, quality assurance, and compliance with Texas Tech's standards. Specific tasks include preparing a Guaranteed Maximum Price (GMP) response at 50% construction documents completion and ensuring timely completion of all project phases while adhering to budget constraints.

Period of Performance

The expected construction start date is early 2027 with a GMP submission due in November 2026. Proposals are due by 3:00 PM CT on June 29, 2026.

Place of Performance

The contract will be performed in El Paso, Texas at the Texas Tech University Health Sciences Center.
