Escalator Cleaning

Background

The City of Phoenix is issuing this solicitation for escalator cleaning services at the Phoenix Convention Center. The contract aims to ensure that escalators are maintained in a safe, professional, and visually appealing condition to support high-volume public use. The contract will commence on or about December 1, 2026, and will last for five years, contingent upon the award by the City Council and subsequent administrative processes.

Work Details

The contractor will provide all labor, equipment, materials, and supplies necessary for deep cleaning escalators located in the West and North Buildings of the Phoenix Convention Center. Specific tasks include: - Operating an industrial escalator deep-cleaning machine (e.g., Rotomac, Hydramaster) - Applying biodegradable cleaning solutions - Using specialized brushes and pads for cleaning grooves and risers - Utilizing a vacuum extraction system to capture wastewater - Cleaning adjacent surfaces (step treads, risers, base plates) - Removing all visible soil and stains - Sectioning off work areas with barricades and signage - Disposing of wastewater according to regulations - Providing an on-site supervisor during operations - Ensuring personnel wear uniforms and ID badges - Completing work within scheduled time frames set by the City's Contract Manager.

Period of Performance

The contract term is five years starting from December 1, 2026. Services will be scheduled as needed primarily during non-peak periods or overnight to avoid disruption to events.

Place of Performance

Services will be performed at the Phoenix Convention Center located at 100 North Third Street, Phoenix, AZ.

Bidder Requirements

Offerors must have been in operation for a minimum of five years with experience specifically in providing escalator cleaning services. They must demonstrate access to industrial escalator deep-cleaning machines such as Rotomac or Hydramaster. Offerors are required to submit a current equipment list identifying all relevant machines they possess. Additionally, they must comply with insurance requirements as specified in the solicitation.
