Background

The City of Raleigh Public Utilities Department is seeking proposals for the supply and lease of Liquid Oxygen (LOX) and associated equipment for the EM Johnson Water Treatment Plant. This initiative aims to enhance ozone production capabilities, supporting the city's mission to provide high-quality water services to approximately 650,000 customers in the region. The contract is set for a duration of five years, emphasizing environmental sustainability and operational efficiency.

Work Details

The contractor will provide Liquid Oxygen (LOX) as specified, including: - Installation and leasing of LOX tanks and equipment. - Annual lease costs for tanks and equipment billed monthly. - Full maintenance of tanks and equipment. - Remote monitoring of tank levels with timely deliveries before low levels are reached. - Pricing must be firm for one year with a maximum allowable increase of 2% per year, supported by manufacturer documentation. - Estimated total usage is 1,800,000 pounds per year, with monthly usage ranging from 90,000 to 225,000 pounds. - Required equipment includes two vertical 9,000-gallon tanks or larger with local gauges, ambient air vaporizers, block heaters, necessary piping and valves for operational continuity, and compliance with AWWA B304-13 and ANSI/NSF STANDARD 60 standards.

Period of Performance

The contract will be performed over a period of five years from the date of award.

Bidder Requirements

Proposers must provide three references from large drinking water treatment plants (10 MGD or greater), an equipment installation plan, a copy of the lease agreement, and a letter of product commitment ensuring uninterrupted supply.
