Background

The City of Raleigh, the capital of North Carolina, is one of the fastest-growing areas in the country. It is known for its strong economy, educational institutions, and healthcare facilities. The city aims to modernize its parking policies, pricing, facilities, and technology to enhance urban living and sustainability. This solicitation seeks qualified firms to conduct a comprehensive parking study to inform these modernization efforts.

Work Details

The contract involves a two-phase parking study: - Phase 1 focuses on a Downtown Parking Assessment and Pricing Analysis which includes: - Reviewing existing parking spaces - Conducting assessments of garage facilities - Identifying signage opportunities - Providing best management practices for security elements - Assessing ADA spaces - Developing a pricing strategy based on market analysis. - Phase 2 will analyze curbside management policies, enforcement zones, customer service operations, and include recommendations for technology-enabled curb management. Deliverables include project administration tasks such as kick-off meetings, monthly progress reports, quality assurance reviews, and final presentations to the city council.

Period of Performance

The first phase must be submitted by April 1, 2027. The second phase does not have a specified deadline but requires the consultant to propose a timeline.

Place of Performance

The services will be performed within the City of Raleigh limits.

Bidder Requirements

Proposers must be registered with the North Carolina Secretary of State if required and possess all necessary licenses/certifications to perform the work. They must also provide proof of insurance coverage as specified in the RFQ.
