Summary: Background The National Park Service (NPS) is issuing this solicitation for the replacement of an aging fire alarm control panel at the John Day Fossil Beds National Monument (JODA) Maintenance Shop. The goal of this project is to ensure reliable life-safety and fire protection system functionality throughout the asset lifecycle by replacing the obsolete system with a new, code-compliant panel. Work Details The contractor will perform the following tasks as part of the cyclic maintenance project: - Remove and replace the existing Fire Alarm Control Panel (FACP) with a new conventional panel, specifically a Silent Knight SK-5208 or an equivalent brand. - Reconnect and terminate all existing fire alarm initiating device and notification appliance circuits to the new panel. - Monitor existing fire sprinkler riser valve tamper supervisory switches and waterflow alarm switch, providing distinct annunciation and labeling. - Install new conduit and wiring from the FACP to sprinkler riser devices located approximately 10 feet away, including necessary penetrations and firestopping. - Coordinate cutover to existing central station monitoring service (note: no recurring monitoring service is included in this scope). - Conduct testing, commissioning, and documentation of the system; provide acceptance testing with the Authority Having Jurisdiction (AHJ)/designee and Contracting Officer Representative (COR). Period of Performance The contractor must begin performance within 10 calendar days after receiving award and complete it within 60 calendar days. Place of Performance JODA Maintenance Shop, 32651 Highway 19, Kimberly, OR 97848. Bidder Requirements This solicitation is set aside for Small Business Total (SBA). Bidders must furnish any required performance and payment bonds within 10 calendar days after award. Incumbent Analysis (see Incumbents section for more detail) The opportunity for replacing the fire alarm control panel at the JODA Maintenance Shop appears to have a closely related prior contract, with Quad-Team Technical Services as the awardee on contract 140P8325C0017 valued at $27,336 (09/08/25–03/31/26). The prior award description references work at the same John Day Fossil Beds National Monument maintenance shop area (600A main distribution panel), suggesting the contractor previously supported electrical/life-safety-related infrastructure at this facility. The current scope similarly involves replacement and reconnection of critical building systems (FACP replacement, circuit termination, and testing/commissioning), which may represent a continuation of maintenance activities at the same site.
