The Army Corps of Engineers, Portland District, requires Oil Sample Testing Services. This will be a Base Year + 4 Option Year contract. The Willamette Valley and Rogue Basin Project (WVRBP) require a contractor to perform oil testing and analysis services for Lube oil, as described further in this Performance Work Statement (PWS). All testing shall be accomplished in accordance with the standards established by the American Society for Testing and Materials (ASTM). The contractor shall perform lube oil testing and analysis services for the following content: -Viscosity (ASTM D445 at 40 degrees Celsius) -Water Content (ASTM D6304) -Acid Number (ASTM D974) -Particle Count (ISO 4406.99) -Elemental Analysis (ASTM D6595) or equal This requirement is 100% set aside for Small Business.

Background The Army Corps of Engineers, Portland District, is seeking a contractor to provide Oil Sample Testing Services for the Willamette Valley and Rogue Basin Project (WVRBP). The goal of this contract is to ensure accurate and timely analysis of lube oil samples in accordance with established standards by the American Society for Testing and Materials (ASTM). This contract will be structured as a Base Year with four Option Years. Work Details The contractor shall perform lube oil testing and analysis services which include: - Viscosity (ASTM D445 at 40 degrees Celsius) - Water Content (ASTM D6304) - Acid Number (ASTM D974) - Particle Count (ISO 4406.99) - Elemental Analysis (ASTM D6595 or equal). The contractor must provide all necessary personnel, equipment, materials, and database management for maintaining historical oil samples. They are also required to submit timely written results to the designated point of contact for each sample. Additionally, the contractor will maintain an internet-accessible database of all samples that must be available during the contract period and for at least one year after its conclusion. This database should be password protected and accessible by designated WVRP personnel for reference and trend analysis. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance Services shall be performed at the Contractor’s facility. Bidder Requirements This opportunity is a Small Business Set Aside - Total (SBA). Bidders must demonstrate capability in providing oil testing services as per ASTM standards and have experience in maintaining databases for historical sample management.
