Background The Centers for Medicare & Medicaid Services (CMS) is seeking to extend the Cloud Onboarding, Migration, Engineering, and Training (COMET) program, which serves as the primary accelerator for migrating and onboarding applications into the CMS Cloud. This initiative supports CMS’s Data Center Consolidation and Modernization efforts. The justification is for a 12-month extension of the current contract with Samtek, Inc., which is critical to ensure continuity of operations while finalizing requirements for a follow-on contract. Work Details The COMET program provides technical support, guidance, and upskilling to CMS Business Owners and Application Development Organizations (ADOs). The services include: - Migration of applications into the CMS Cloud. - Technical support for cloud architecture and security requirements. - Integration protocols necessary for a hybrid cloud environment. - Upskilling CMS staff to manage cloud operations effectively. This extension is necessary due to the ongoing multi-cloud diversification initiative involving AWS Outpost, Azure Commercial, Google Cloud Platform (GCP), and Oracle Cloud Infrastructure (OCI). Samtek's specialized expertise in these areas is crucial to avoid service disruptions during this transition period. Period of Performance The current contract runs from June 1, 2022, to May 31, 2026. The proposed extension will cover two phases: Phase 1 from June 1, 2026, to August 31, 2026 (3 months) and Phase 2 from September 1, 2026, to May 31, 2027 (9 months), totaling a full extension period of 12 months. Place of Performance The services will be performed primarily at the contractor's location in Aldie, VA.
