Solid Waste Fee Study

Background

The County of Siskiyou General Services Department is seeking a qualified firm to evaluate the current Solid Waste Disposal Fee structure and develop a revised methodology and fee schedule for County transfer station operations. This initiative aims to ensure that the fees accurately reflect the costs of providing solid waste services, supporting the ongoing operation, maintenance, and management of the County’s solid waste system.

Work Details

The contractor will be responsible for conducting a comprehensive fee analysis and report that includes: - Investigating and collecting data; - Working with franchise haulers to evaluate current revenue streams; - Surveying regional agencies for fee methodology examples; - Reviewing existing Solid Waste Disposal Fee methodologies; - Evaluating alternatives; - Developing a cost-of-service fee analysis; - Providing recommendations for fee collection; - Presenting findings to the Siskiyou County Board of Supervisors. The final report must justify the fee schedule, ensure adequate revenue to meet service costs, provide for ongoing review and stability, and be easy to understand and administer. The contractor should also identify costs/revenue categories including residential/commercial service costs, current annual operations costs, and three-year projections.

Period of Performance

The services are expected to be performed over a period of one year or until the survey is completed, whichever occurs first.

Place of Performance

The contract will be performed in Siskiyou County, California.

Bidder Requirements

Bidders must have relevant technical experience, be permitted to work in Siskiyou County, provide a managerial flow chart for project operations, submit qualifications for key personnel, include references from similar projects, and present a comprehensive price proposal detailing all associated costs.
