Summary: Background The Bureau of Reclamation is issuing this contract for the Lake Berryessa East Side Road Fence Repairs as part of the BIL-BAR 5-10 year Post Fire Recovery Funding in FY 25. The goal is to repair fence lines damaged by the 2020 fires, aiding in the definition of grazing plots and recovery of riparian areas, following recommendations from a July 2008 Grazing Management Plan. The Bureau manages federal lands around Lake Berryessa, which was created in the 1950s as part of the Solano Project. Work Details The contractor shall provide all necessary labor, equipment, materials, supplies, transportation, travel, and per diem to perform the work specified in the Statement of Work. The specific tasks include: 1. Maintaining 13 vehicular access points by re-hanging gates and re-stringing wire. 2. Repairing one pedestrian chicane. 3. Replacing failing or burned posts (40), corners (40), and braces (20) with fire-resistant materials. 4. Correcting gaps in approximately 20 existing stream-crossings. 5. Repairing and replacing all remaining wood posts in seven miles of 5-strand barbed wire fence forming the northeastern boundary of management parcels. 6. Installing signage every quarter mile noting U.S. Government property lines and prohibiting activities at each gate. 7. All work and materials will be covered by a one-year warranty. Period of Performance The contractor must begin performance within 7 calendar days after receiving notice to proceed and complete it within 90 calendar days. Bidder Requirements Bidders must comply with NRCS standards for fencing materials including: - Steel line posts weighing at least 1.33 pounds per linear foot and a minimum length of 5.5 feet. - Steel pipe posts with a minimum diameter of 2 inches and at least 7 feet long. - Barbed wire must be a single steel wire of at least 9-gauge or heavier with a minimum tensile strength of 45,000 psi. Additionally, bidders must ensure that all work adheres to safety regulations set forth by OSHA.
