Background The U.S. Department of the Interior, through the Appraisal and Valuation Services Office (AVSO), is seeking appraisal services for the KSM_26_1 project. This requirement aims to provide market valuation and appraisal report services for specific Native Allotments in Alaska, as part of their mission to support the Bureau of Indian Affairs (BIA) in property transactions. Work Details The contractor will be responsible for delivering two individual appraisal reports for the following cases: Case ID 26-056 (00232028) and Case ID 24-057 (00232137). The appraisals must adhere to the Uniform Standards of Professional Appraisal Practice (USPAP) and include detailed analyses of property descriptions, highest and best use determinations, and adjustments based on comparable sales. The appraiser must personally inspect each property, verify market data, and provide a comprehensive report that includes legal descriptions, photographs, maps, and a three-year history of use and occupancy. The appraisal reports must be submitted as signed password-protected encrypted PDF files. Period of Performance The target period of performance is 160 calendar days from the date of award, with an initial appraisal target date set for 205 calendar days post-award. Place of Performance The appraisal services will be performed in Alaska, specifically for two Native Allotments located at latitude/longitude coordinates 60.241605 -154.222764 and 61.866672 -157.880529. Bidder Requirements Bidders must hold a valid license as a Certified General Appraiser in Alaska; temporary licenses are not acceptable. They must demonstrate experience in appraising similar properties under USPAP guidelines and provide qualifications for any associates involved in the project.
