Presolicitation notice means a notice used to notify industry and the public that the Government intends to release a solicitation in the near future. This is the presolicitation notice in accordance with Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.101. A future solicitation will be posted IAW the procedures outlined in RFO FAR Part 15 Contracting by Negotiation, in conjunction with RFO FAR Part 12 Acquisition of Commercial Products and Commercial Services, RFO FAR Subpart 19.8 Contracting with the Small Business Administration (The 8(a) Program), and RFO FAR Subpart 16.5 Indefinite-Delivery Contracts. The future RFP is for the acquisition of commercial services that will be a 100% competitive 8a set-aside. The Mission and Installation Contracting Command (MICC) Fort Carson (FC) has a requirement to provide Post Wide Refuse / Recycle FY27 services. This requirement involves support to the Recycle Program and Refuse Service of the Directorate of Public Works (DPW), Operations and Maintenance (O&M) Division at Fort Carson, Colorado. The primary place of performance will be Fort Carson, CO and at specified Army locations at and near Colorado Springs Airport. The required service has two main components: Recycle Program General Tasks and Refuse Service General Tasks. The Government intends solicit for an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for a one-year base period and four (4) one-year options periods with an option for an additional six month extension through the inclusion of Federal Acquisition Regulation (FAR) Clause 52.217-8, the Option to Extend Services.

Period of Performance The contract will have a base period of one year with four one-year option periods and an additional six-month extension option. Place of Performance Fort Carson, Colorado, including specified Army locations near Colorado Springs Airport.
