Background

The University of Maryland Global Campus (UMGC) is seeking proposals from qualified firms to provide global pre-employment background screening services to support its hiring activities. The goal of this contract is to ensure compliance with applicable laws and regulations while providing efficient and effective background checks for candidates located both domestically and internationally. The contractor will need to demonstrate experience in global screening requirements and integration with the Workday Applicant Tracking System (ATS).

Work Details

The contractor will conduct domestic and global pre-employment background screenings on an as-needed basis. Each screening must include the following components: **Domestic (Within the United States):** - Criminal Felony & Misdemeanor: Unlimited searches, 7-year look back

7-year look back, up to 3 employers - Self-Adjudication 3.0: 1 instance Additional services may include credit history checks, motor vehicle reports (MVR), and other position-specific screenings as required by UMGC. The contractor must also provide clear reporting of results through a secure platform integrated with Workday.

Period of Performance

The contract is anticipated to commence on September 1, 2026, and will be in effect for one year, with six one-year renewal options at UMGC's discretion.

Place of Performance

Services will be performed globally, including but not limited to locations such as Italy, Jordan, Kuwait, Netherlands, Poland, Portugal, Qatar, Romania, Saudi Arabia, Spain, Turkey, United Arab Emirates, United Kingdom, Australia, Guam, Japan, Korea, Okinawa, Singapore, and Diego Garcia.

Bidder Requirements

Vendors must demonstrate experience supporting global screening requirements and integration with Workday ATS. They must also provide a Certificate of Insurance verifying coverage for Commercial General Liability and Professional Liability. Additionally, firms must be registered with the State of Maryland and comply with all applicable laws regarding minority business enterprises.
