Background

The Maryland Department of Transportation, through the Maryland Transportation Authority, is issuing this Invitation for Bids for the I-95 SB Part-Time Shoulder Usage project located in Harford County. The project aims to enhance traffic flow and safety on the John F. Kennedy Memorial Highway by implementing a part-time shoulder usage system. This initiative aligns with the agency's mission to provide safe and efficient transportation infrastructure.

Work Details

The work to be performed under this contract includes: 1. Roadway widening along I-95 from approximately 2,500 feet north of the Maryland House Travel Plaza to the MD 24 bridge. 2. Construction of bridge modifications at Bynum Run and James Run, including installation of bridge pier protection at MD 543. 3. Multi-phase Maintenance of Traffic (MOT) including temporary barrier setting, restriping, and lane closures. 4. Installation of overhead cantilever sign structures and ground-mounted roadway signing with supports and foundations. 5. Installation, modification, removal, and maintenance of roadway lighting and Intelligent Transportation Systems (ITS) including lane use signals, CCTV cameras, dynamic message signs, vehicle detectors, and associated equipment. 6. Guardrail and concrete barrier installation. 7. Stormwater management facilities including bio-swales and bioretention areas. 8. Inlet and storm drain installation, pavement milling, asphalt paving, removal and installation of pavement markings, erosion control measures, tree removal, and landscaping.

Period of Performance

The contract is expected to be completed within a period of 850 calendar days from the Notice to Proceed.

Place of Performance

The work will be performed along I-95 (John F. Kennedy Memorial Highway) in Harford County, Maryland.

Bidder Requirements

Bidders must have a minimum of ten years of experience in interstate highway and steel bridge construction projects similar in scope to this contract. A Maryland Licensed Master Electrician must oversee all electrical work related to the project. Additionally, bidders are required to meet an overall Minority Business Enterprise (MBE) participation goal of 21%, with sub-goals of 8% for African American MBEs and 11% for Woman-Owned MBEs.
