Housing Repair and Urgent Repair

Background

The City of Rocky Mount is issuing this Request for Proposal (RFP) to promote neighborhood stability and preserve the existing supply of single-family homes by assisting moderate-income homeowners with repairs to their homes. This program is supported by the 2023-2025 Biennium Appropriation of the NC General Assembly State Grant, with a maximum budget for housing repair/urgent housing repairs up to $20,000. H.O.M.E Project Repairs range from $40,000 (Non-Lead) to $50,000 (Lead).

Work Details

The scope of work includes various repairs specific to each home, including but not limited to: - HVAC installation - Plumbing repairs - Carpentry work - Painting and wallpapering - Drywall and plaster repairs - Floor coverings installation - Electrical work - Roofing repairs. Specific tasks include repairing damaged subflooring in kitchens and bathrooms, installing new ADA-compliant toilets, porch repairs, handicap ramp construction, and roofing replacement with EPDM materials. All work must comply with the current North Carolina State Building Code and local rehabilitation standards.

Period of Performance

The project is expected to commence within 60 days of proposal acceptance and must be completed within a timeframe specified by the City after contract award.

Place of Performance

The work will be performed at various locations within Rocky Mount, NC as specified in individual project scopes.

Bidder Requirements

Bidders must be certified under the North Carolina Renovate, Repair and Paint (RRP) Rule if bidding on properties built before 1978. They must also provide all required lead documents including RRP firm certification. Contractors are required to include all overhead and profit in their bids and ensure compliance with all applicable codes and standards.
