Cloudflare Enterprise Plan

Background

This solicitation is issued by the Comptroller of Maryland as a Small Business Reserve Procurement, aimed at providing Cloudflare's Enterprise Plan. The goal is to engage certified small business vendors who meet the statutory requirements outlined in the State Finance and Procurement Article, §§14-501—14-505, Annotated Code of Maryland. Only Master Contractors awarded under the Commercial Off-the-Shelf Software (COTS 2012) contract are eligible to submit bids for this Purchase Order Request for Proposal (PORFP).

Work Details

The contract involves the provision of Cloudflare's Enterprise Plan, specifically detailed in Exhibit A. The required services include: 1. COTS Software - Cloudflare Enterprise Plan with 1 license. 2. Installation and Training Services (not to exceed 49% of the total PORFP value). 3. Manufacturer's Software Maintenance/Warranty services as specified in the solicitation.

Period of Performance

The period of performance for this contract is from July 1, 2026, to June 30, 2027.

Place of Performance

The work will be performed at the Comptroller of Maryland – ITD, located at 108 Carroll Street (Loading Dock - Northwest Street), Annapolis, MD 21401.

Bidder Requirements

Bidders must be certified small business vendors under the GOSBA Small Business Reserve Program. Only Master Contractors awarded under COTS 2012 are eligible to bid. Bidders must provide a Letter of Authorization (LOA) with their bid and ensure that proposed software is virus-free. Additionally, they must include a screenshot of the Manufacturer's Suggested Retail Price (MSRP) with their submission.
