Background

The Wisconsin Department of Health Services (DHS), Division of Public Health (DPH) is seeking bids to contract with a Vendor for the purchase of radon test kits with test result analysis. The DHS Radon Program and seventeen regional Radon Information Centers (RICs) will purchase these kits. The program aims to reduce health risks associated with indoor radon, supported by over thirty-five years of funding from the U.S. Environmental Protection Agency (EPA).

Work Details

The Vendor must provide both Short-Term Activated Charcoal Test Kits and Long-Term Passive Alpha Track Detector Test Kits. Approximately 10,000 radon kits are purchased annually, with a ratio of 95% Short-Term Kits and 5% Long-Term Kits. Each kit must include instructions in English and Spanish, pre-labeled postage-paid return packaging, and the following data variables for test results: - Kit/device ID number - Test type - Result in pCi/L - Start date - End date - Laboratory analysis date - Address where the test was conducted - Floor level Additional data such as test length, start time, end time, room type, building structure type, closed building conditions maintenance status, testing reason, and any relevant analysis notes must also be shared with DHS.

Period of Performance

The contract will be effective for one year from the date indicated on the purchase order or execution date of the accompanying contract, with an option to renew for up to four additional one-year terms.

Place of Performance

The geographic location for performance includes various locations within Wisconsin where the radon kits will be distributed and tested.

Bidder Requirements

Vendors must register on the State of Wisconsin’s eSupplier System to participate. They are required to confirm receipt of purchase orders within five business days and coordinate returns at their expense if there are defects or damages. Vendors must also agree to furnish commodities or services to Wisconsin municipalities as part of cooperative purchasing.
