Background

The Atlanta Regional Commission (ARC) is seeking proposals to purchase Resilience and Climatological Data to develop a Transportation Vulnerability Assessment Tool (TVAT). This initiative aims to enhance the resilience of the surface transportation system in the Atlanta Metropolitan Planning Organization (MPO) area, which includes 21 counties. Terrain Data

Flood hazard maps derived from LiDAR data no older than three years. - Resolution: 1/3 arcsecond (~10 meters) or better. - Depth: Flood inundation depth relative to ground level.

Recurrence Intervals

Data must represent eight recurrence intervals (1:5, 1:10, 1:20, 1:50, 1:100, 1:200, 1:500, 1:1000) in both fluvial and pluvial flood maps.

Climate Scenarios

Projections must include Shared Socioeconomic Pathways (SSPs) for years 2025, 2055, and 2100.

Data Access

Must be accessible via an API and downloadable onto ARC-managed servers.

Licensing and Use

ARC must retain rights to use and share the data with third parties for planning purposes.

Period of Performance

The work is expected to commence upon contract award in July 2026 and continue until CY 2030.
