Background

The City of Buffalo, through its Department of Public Works, is seeking proposals for Professional Engineering Consulting Services related to the Buffalo Waterfront Connectivity project. This initiative aims to enhance safety, accessibility, and connectivity along Tonawanda Street near Riverside Park, which serves as a vital access point for residents and visitors to waterfront trails. The project is funded by a grant from the New York State Department of State under the Local Waterfront Revitalization Program (LWRP).

Work Details

The selected consultant will undertake the following tasks: 1) Familiarization with existing project information and site conditions; 2) Data collection and analysis to produce an Existing Conditions Report, including surveys, accident data analysis, traffic counts, and mapping of infrastructure; 3) Development of schematic designs and alternatives for intersection improvements; 4) Hosting public meetings for stakeholder engagement; 5) Creating preliminary designs with cost estimates for each intersection; 6) Drafting a Final Project Summary Report detailing measurable results; 7) Compliance with MWBE reporting requirements; 8) Assisting in the submission of semi-annual project status reports.

Period of Performance

The contract period will commence in Summer 2026 and conclude on August 31, 2029.

Bidder Requirements

Bidders must comply with M/WBE goals as defined in Mayor Brown’s Executive Order #16-04, which includes a minimum goal of 30% M/WBE participation and a sub-goal of 6% SDVOB participation. Additionally, bidders are required to provide proof of insurance coverage including Workman's Compensation, General Liability, Automobile Liability, and Professional Liability insurance.
