Background

The New York City Department of Health and Mental Hygiene (NYC Health Department) is seeking up to six qualified Contractors to lead Community Emergency Networks (CENs) aimed at enhancing the Agency's ability to mitigate public health impacts during emergencies in NYC. The CENs will focus on hyperlocal preparedness and response planning, coordinating community-based service providers during all phases of emergency management. This initiative is part of the Agency’s Community Preparedness Program, which has been operational since 2015 and aims to fill gaps in public health emergency management through community engagement.

Work Details

Contractors will be responsible for leading a CEN that includes: 1. Expanding emergency preparedness capabilities; 2. Integrating CEN efforts into the Agency's information sharing and planning; 3. Collaborating with other CENs across NYC; 4. Developing community-based emergency plans; 5. Conducting capacity-building trainings for coalition members; 6. Participating in emergency exercises; 7. Submitting reports on CEN activities, including an asset/resource map and an Emergency Response Framework every two years; 8. Engaging with community members and ensuring representation of disproportionately impacted populations.

Period of Performance

The contract term is anticipated to be six years, from March 1, 2027, to February 28, 2033.

Place of Performance

The services will be performed within designated service zones in New York City, specifically targeting areas identified as having 'Highest Vulnerability' census tracts according to the CDC’s Social Vulnerability Index.

Bidder Requirements

Proposers must have at least one year of relevant experience in emergency preparedness within the past five years and a physical presence in NYC. They must serve a 'Highest Vulnerability' census tract and demonstrate organizational capability, including staffing and training requirements related to FEMA Incident Command System courses.
