Purchase of Electricity

Background

The City of Buffalo, through its Department of Public Works, is seeking bids for the purchase of electricity to ensure a reliable supply of low-cost electricity delivered to its facilities. The contract aims to serve the best interests of the City by providing electricity under favorable terms governed by New York State laws.

Work Details

The successful bidder will provide electric supply for the City of Buffalo's accounts located in the National Grid utility territory, Zone A. The contract will commence immediately following the July 2026 meter cycle read date and will last for an initial term of 12 months, with a potential one-year extension. Bidders must provide a single pricing quote for all accounts listed in Exhibit 1 and include a firm fixed adder to the hourly NYISO Zone 'A' Day Ahead Market LBMP Index. The contract stipulates that bidders must allow for the addition or deletion of accounts as electric service is connected or disconnected by National Grid without penalty or change in pricing, up to an aggregate quantity not exceeding +/- 1,000,000 kWh. Monthly invoicing will be required, detailing various cost components such as meter usage and total supply cost.

Period of Performance

The contract period will begin after the July 2026 meter cycle read date and conclude after 12 months on the July 2027 meter cycle date, with an option for a one-year extension upon mutual agreement.

Place of Performance

The electricity supply will be delivered to various facilities within the City of Buffalo, New York.

Bidder Requirements

Bidders must submit a statement indicating their commitment to achieving a minority workforce goal of 25% and a women workforce goal of 5%. Additionally, they must work towards a business utilization goal for minority business enterprises of 25% and women business enterprises of 5%. Bidders are also required to provide references from past clients and demonstrate their capability to fulfill the contract requirements.
