Background The contract is issued by the United States Military Academy (USMA) to provide non-personal services for Multi-Functional Devices (MFDs). The goal of the contract is to support various departments within the academy and associated agencies by supplying equipment that enables administrative functions such as copying and scanning documents. The contractor will be responsible for delivering, setting up, and maintaining these devices, ensuring they meet the operational needs of the USMA. Work Details The contractor shall provide all personnel, equipment, and supplies necessary for the provision of Multi-Functional Devices. Key tasks include: delivery, installation, training on MFDs; maintenance and resupply of toner; management of trouble tickets generated by users; unscheduled maintenance support; recovery during turn-in inspections; hard drive removal; diagnostic service calls to various USMA locations including USAG-WP, LRC, and KACH. The contractor must also accommodate changes in the number of devices as requirements evolve and provide relocation services for devices as needed. The contract specifies a total of 367 MFDs with varying specifications including monochrome and color devices with options for security features. Period of Performance The contract includes a base period of 12 months with four additional option periods of 12 months each, totaling a potential performance period of 60 months. Place of Performance The services will be performed at various locations defined by the CIO/G6 within the United States Military Academy. Bidder Requirements Bidders must demonstrate capability to provide a fixed firm flat rate service program that includes all labor, parts, toner, and staples without additional meter reads or overages. Vendors are required to have experience in managing similar contracts and must be able to provide necessary licenses or certifications related to device management. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on prior award W52P1J21P4012, awarded to Konica Minolta Business Solutions U for $3,395,542 (07/29/21–09/30/26). The prior work is described as an enterprise copier/MFD support effort for USMA, and the current requirement similarly calls for delivery, installation, training, preventive and unscheduled maintenance, toner resupply, trouble ticket management, diagnostic service calls, and device recovery/relocation for a defined fleet of multi-function devices. The scope and operational support functions indicate the new effort is likely a continuation or follow-on of the existing MFD services arrangement.
