Summary (Newest Update)

Background The U.S. Army Corps of Engineers Research and Development Center (ERDC) is seeking to establish multiple Master Blanket Purchase Agreements (BPAs) for the procurement of consumable gases. The Environmental Laboratory (EL) has a requirement for various compressed gases and cryogenic liquids to support its operations. This solicitation aims to facilitate the timely delivery of these gases, ensuring compliance with safety standards. Work Details The contractor will provide various compressed gases and cryogenic liquids as specified in the tables below: **Table 1 - Compressed Gases:** - **Helium:** No less than 99.999% purity, 300 high pressure steel cylinder, Estimated Annual Use: 150 - **Nitrogen:** No less than 99.999% purity, 300 high pressure steel cylinder, Estimated Annual Use: 125 - **Nitrogen (Industrial Grade):** 200 high pressure steel cylinder, Estimated Annual Use: 50 - **Argon:** No less than 99.999% purity, 300 high pressure steel cylinder, Estimated Annual Use: 75 - **Carbon Dioxide:** No less than 99.9% purity in Cylinder with dip tube, 50lb high pressure steel cylinder, Estimated Annual Use: 50 - Additional gases include P5 Methane in Argon, Hydrogen, Oxygen, and others with varying purity levels and cylinder sizes. **Table 2 - Cryogenic Liquid Gases:** - **Argon:** ICP grade no less than 99.998% purity, Cylinder Size: 180L, Estimated Annual Usage: 75 - **Nitrogen:** ICP grade no less than 99.998% purity, Cylinder Size: 180L, Estimated Annual Usage: 75 - Additional cryogenic gases include Medical NF grade Nitrogen and Industrial Grade Nitrogen. The vendor must deliver full cylinders/dewars within three business days of ordering and pick up empty cylinders during deliveries. Pricing must be provided per cylinder/dewar and per cubic feet basis. All gas storage vessels must meet OSHA and Compressed Gas Association safety requirements. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance Primary delivery location is Vicksburg, MS; additional sites include Gainesville, FL; Baton Rouge, LA; and Lewisville, TX. Bidder Requirements Vendors must confirm their ability to provide the requested supplies within specified delivery guidelines. They are required to submit their Cage Code and/or Unique Entity ID along with gas prices on a per cubic feet basis. Compliance with safety standards as outlined by OSHA and the Compressed Gas Association is mandatory. Incumbent Analysis (see Incumbents section for more detail) This opportunity for consumable/compressed gases BPA appears to have a confirmed incumbent, with prior blanket purchase agreements awarded to Airgas USA (W912HZ21A0018) and Nexair (W912HZ21A0017) covering industrial gases under BPAs during 05/28/21–05/27/26. The prior awards are described as providing consumable/industrial gases under blanket arrangements, which aligns closely with the current requirement to supply a range of compressed gases and cryogenic liquids (e.g., helium, nitrogen, argon, oxygen, hydrogen) with delivery/pickup of cylinders/dewars and safety compliance.
