The U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), on behalf of the Mine Safety and Health Administration (MSHA), has a need for the replacement of Heating, Ventilation, and Air Conditioning (HVAC) components located at 775 Technology Drive, Triadelphia, WV 26059, in accordance with this Request for Proposal (RFP). This RFP will result in a single award. The Period of Performance shall be Upon Receipt of Award to 365 Days After Award. This is a Total Small Business Set-Aside. Tradeoff source selection procedures will be utilized. Please read the RFP in its entirety, including instructions for submitting a proposal and the evaluation criteria the Government will use to make an award.

Summary: Background The U.S. Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), on behalf of the Mine Safety and Health Administration (MSHA), is seeking to replace the Heating, Ventilation, and Air Conditioning (HVAC) components at their facility located at 775 Technology Drive, Triadelphia, WV 26059. The MSHA's mission is to ensure safety and health standards in the mining industry, which includes coal, metal, and nonmetal mines. The existing HVAC system is outdated and inefficient, leading to high operational costs. This contract aims to enhance the facility's HVAC system for improved energy efficiency and operational effectiveness. Work Details The contractor will be responsible for providing all personnel, equipment, tools, materials, supervision, and other necessary services to procure and install new HVAC units. Specific tasks include: 1. Removal of the existing Carrier chiller (or equivalent) and installation of a new 150-ton chiller with two independent circuits. 2. Replacement of air handling units (AHUs) with new units. 3. Installation of variable air volume (VAV) boxes. 4. Implementation of dedicated digital controls for better system management. 5. Compliance with EPA standards during the removal process. 6. Quality control measures must be established to ensure compliance with contract requirements. Period of Performance The contract period will commence upon receipt of award and will last for 365 days following that date. Place of Performance All work will be performed at 775 Technology Drive, Building 1, Triadelphia, WV 26059. Bidder Requirements Bidders must demonstrate a minimum of five years' experience in HVAC installation projects similar in scope. They are required to provide proof of West Virginia HVAC Master state licenses and chiller trained service certificates upon submission of their proposal. Additionally, contractors must have satisfactory past performance records from similar contracts within the last three years.
