No hard copies will be accepted or evaluated. Both the Price Quote and Technical Proposal must be received by the closing date and time set forth within the solicitation. In an effort to reduce paper and cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 1/2 x 11 size pages in no less than 10 pitch or 10 fonts. Offerors may use compression utility software such as WinZip or PKZip to reduce fie size and facilitate electronic transmission. Any Quote that fails to conform to the essential requirements of the of the solicitation may be determined non-responsive and not considered for award.

Summary: Background The U.S. Army Corps of Engineers is issuing this contract for hazard tree and vegetation removal at B. Everett Jordan Lake in Moncure, North Carolina. The mission of the Corps is to manage and maintain the nation's water resources. This contract aims to ensure safety and environmental management by removing designated trees and vegetation that may pose hazards or impede operations. Work Details The contractor will perform the following tasks: 1. Felling and removal of 21 designated trees (healthy, diseased, and dead) near buildings and along roadways on US Army Corps of Engineers-managed land at B. Everett Jordan Lake. 2. Vegetation removal adjacent to the right downstream groin ditch of B. Everett Jordan Dam, covering approximately 2300 ft². 3. Optional tasks include vegetation removal on Saddle Dike Dam 3, 4, and 1 at B. Everett Jordan Lake. 4. The contractor must provide all labor, quality control, equipment, fuel, supplies, and transportation necessary for these activities. 5. All stumps must be cut flush with the ground (no greater than 1” above ground level), with a stump grinder used if necessary. 6. Woody debris under twelve inches in diameter may be chipped or disposed of as specified. 7. Safety measures must comply with U.S. Army Corps of Engineers Manual EM 385-1-1. Period of Performance The contractor shall commence work within thirty (30) days of contract award and complete all work within seventy-five (75) days from the same date. Place of Performance The work will be performed at B. Everett Jordan Lake Visitor Assistance Center located at 2080 Jordan Dam Road, Moncure, NC 27559, as well as on Saddle Dike Dams in New Hill, NC. Bidder Requirements Bidders must have a Level 2 Site Safety and Health Officer (SSHO) who has completed OSHA 30-Hr safety training and has three years of cumulative safety management experience within the last ten years. Contractors are also required to have all necessary licenses, permits, or certifications to perform the specified services.
