This is a draft Solicitation, an amendment will be published for the offical release of the Combined Synopsis Solicitation. The Mission and Installation Contracting Command- Fort Bragg (MICC-FB) has a requirement to procure a non-personal service for Directorate of Human Resource Services (DHR). Services include to provide Defense Enrollment and Eligibility Reporting System (DEERS)/ Real Time Automated Personnel Identification System (RAPIDS) Common Access Card (CAC) support services for the Installation Management Command (IMCOM) at Fort Bragg, North Carolina. The Contractor shall provide all personnel, supervision, supplies, equipment and facilities, necessary to perform the verification and issuance of military identification (ID) and CAC cards for active-duty military, Reserve and National Guard members, military retirees, family members, Department of Defense civilians and other eligible recipients. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.2 as supplemented with additional information included in this notice and in accordance with the Procedures authorized in FAR Part 12. This announcement will constitute as the only solicitation; qoutes are being requested and a written solicitation will NOT be issued. Additionally, the Government will utilize procedures in accordance with FAR Part 12 and FAR Part 15.
Background The Mission and Installation Contracting Command - Fort Bragg (MICC-FB) has a requirement to procure non-personal services for the Directorate of Human Resource Services (DHR). The goal of this contract is to provide Defense Enrollment and Eligibility Reporting System (DEERS) and Real Time Automated Personnel Identification System (RAPIDS) Common Access Card (CAC) support services for the Installation Management Command (IMCOM) at Fort Bragg, North Carolina. The contractor will be responsible for verifying and issuing military identification and CAC cards to eligible recipients, including active-duty military, Reserve and National Guard members, military retirees, family members, and Department of Defense civilians. Work Details The contractor shall provide all personnel, supervision, supplies, equipment, and facilities necessary to perform the verification and issuance of military identification (ID) and CAC cards. Specific tasks include: 1. Issuing accurate and timely identification cards to all eligible recipients in accordance with AR 600-8-14. 2. Staffing requirements include: - 14 RAPIDS Work Station contractors available from 08:00-12:00 and 13:00-17:00. - Two Customer Service Window contractors during the same hours. - Two Telephone Appointment Line contractors during the same hours. - Two Security Site Managers (SSMs) during the same hours. 3. SSMs will monitor duties to minimize customer waiting time, install DMDC issued hardware/software components, manage users/security/cardstock/consumables, maintain operational information for ID Card Office Online, perform RAPIDS security overrides, prepare correspondence/statistical reports as required by management, enter/validate data in automated systems, maintain accuracy of databases, and retrieve data from various reporting tools. Period of Performance The contract will be performed over a defined period that includes a thirty (30) calendar day phase-in period where the contractor prepares to assume full responsibility for operations. Additionally, there will be a phase-out period prior to contract completion allowing for an orderly transition of responsibilities. Place of Performance Fort Bragg, North Carolina. Bidder Requirements Bidders must meet specific staffing credentials including having Key Personnel on-board during the entire phase-in period. Contractors must also comply with security clearance requirements as necessary for access to sensitive information.
