Background The Network Contracting Office 1, located at 1 VA Center, Augusta Maine 04330, is issuing solicitation number 36C24126Q0174 as a Request for Quotation (RFQ) for Laboratory/Pharmacy Courier Services throughout VISN1 VA Medical Centers. This acquisition is set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). The goal of the contract is to provide reliable courier services to facilitate the timely delivery of medical specimens and related materials. Work Details The contractor will provide courier services throughout VISN1 VA Medical Centers and other sites as specified in the Performance Work Statement (PWS). Specific tasks include: picking up specimens from the Brockton Urgent Care and delivering them immediately to VA West Roxbury without additional stops. The contractor must adhere to all records management policies and ensure that all deliverables are treated as property of the U.S. Government, with unlimited rights for the Agency to use or disclose such data. The contractor is also responsible for compliance with Federal and Agency records management policies, including safeguarding records covered by the Privacy Act of 1974. Period of Performance The period of performance for this contract is from October 16, 2026, to October 15, 2031. Place of Performance The services will be performed throughout VISN1 VA Medical Centers and other sites as noted in the Performance Work Statement. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a closely related prior contract with Crosstown Courier Service under solicitation/contract 36C24121A0039 (including modification/related contract 36C24121A0039-36C24126N0030). The prior awards totaled $1,906,223 for 06/01/21–05/31/26 and $403,984 for 10/01/25–09/30/26, covering courier services transporting laboratory and pathology specimens between designated VA medical facilities in the Boston/Bedford area. The current VISN1 Lab/Pathology/Pharmacy courier requirement similarly focuses on timely pickup and delivery of medical specimens/materials across VISN1 VA sites, which suggests continuity of the same type of logistics and specimen transport work.
