SOURCES SOUGHT AND REQUEST FOR INFORMATION ANNOUNCEMENT

BUILDING 601 MEP LOT PAVING. THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR IS IT THE INTENT OF THE ARMY CONTRACTING COMMAND- NEW JERSEY TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR OTHERWISE PAY FOR THE INFORMATION SOUGHT. 1. CONTRACT INFORMATION: ACC- NJ-WSD is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified small business sources capable of performing all requirements in the SOW of but is not limited to Paving MEP Lot, Devens, MA. This is a single requirement. The North American Industry Classification System (NAICS) classified for this effort is 237310: Highway, Street, and Bridge Construction. The solicitation will consist of a FIRM-FIXED-PRICE contract for a period of performance that will be 90 Calendar Days from the Notice to Proceed Date to complete ALL TASKS associated with the Specification of Work. 2. PROJECT SCOPE: The Contractor shall provide all plant, labor, equipment, tools, materials, supervision, and transportation to accomplish the following work which consist of but is not limited to: Repaving the MEP Parking Lot, Reclamation, and Regarding. 3. SUBMISSION REQUIREMENTS: All interested firms shall submit a Capability Statement and email to ryan.p.nicklous.civ@army.mil . Submission shall be received by 10:00 AM, Eastern Daylight Time, 9 June 2026 and shall not exceed four (4) one-sided, 8-1/2 x 11 pages. This request for information is only for market research purposes. This RFI does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to this RFI marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will be considered. Interested offerors shall address this requirement through this RFI in written format via email to ryan.p.nicklous.civ@army.mil. Calls and fax transmittals in response to this RFI will NOT be accepted. 4. If you have any concerns regarding the DRAFT SOW please provide all concerns via a separate attachment. The Government withholds to address any and all concerns at the time of Solicitation and will provide a separate Questions and Answers period at during the Solicitation to address and further concerns. 5. Summary: Background The Army Contracting Command-New Jersey (ACC-NJ) is seeking preliminary marketing information from capable and reliable sources for the Building 601 MEP Lot Paving project at Fort Devens, MA. This sources sought notice aims to identify potential qualified small business sources that can perform all requirements outlined in the Statement of Work (SOW). The goal of this contract is to enhance the safety and appearance of the MEP Parking Lot through necessary paving improvements. Work Details The Contractor shall provide all plant, labor, equipment, tools, materials, supervision, and transportation necessary to complete the following tasks: 1. Removal and reinstallation of all catch basins and gate boxes prior to reclamation. 2. Full depth reclamation of the B601 motor pool parking area. 3. Fine grading and compaction of the site. 4. Paving with MassDOT specification SUPERPAVE binder and wearing course. A site visit is strongly recommended for bidders to verify existing conditions before bid submission. Period of Performance The contract will be performed over a period of 90 calendar days from the Notice to Proceed date. Place of Performance The construction projects will be performed at Fort Devens, MA. Bidder Requirements Bidders must have relevant contractor licensing for highway and street construction. It is also required that contractors notify member utilities and DIGSAFE 72 hours prior to construction. A site visit is strongly recommended for potential bidders to assess existing conditions.
