The N.C. Department of Public Safety, National Guard, NC is seeking a vendor to provide lawn care services for the NC Army National Guard located at various North Carolina locations. The grounds will be maintained according to the scope of work described. It is the responsibility of the participating Vendor to understand, evaluate, and assess the lawn maintenance requirements at each facility listed before submitting their cost proposal. The facilities to be covered under this IFB have been divided into fourteen geographic regions including Albemarle, Clinton, Durham, Elizabethtown, Ft. Bragg, Goldsboro, Greensboro, Greenville, Hamlet, Hickory, Lexington, Marion, Raeford, and Windsor regions. Vendors must bid complete areas only; no splitting of regions is allowed.
The contract includes year-round lawn and grounds maintenance services such as mowing, edging, trimming, debris and leaf removal, and weed and grass control on grounds owned by the National Guard and adjoining highway right-of-ways. All work must present a well-maintained appearance and requires prior approval from the facility point of contact (POC). The contractor must provide all necessary equipment, supplies, materials, transportation, and labor while complying with all applicable laws and regulations. Specific tasks include: 1) Mowing lawns to a height of 2-3 inches; 2) Inspecting work sites for hazards; 3) Removing debris from downspouts and storm drains; 4) Cleaning up grass clippings from paved areas; 5) Collecting excess clippings; 6) Obtaining necessary permits for pesticide use; 7) Documenting pesticide/herbicide applications; 8) Trimming bushes/trees as needed; 9) Removing trees in specified areas; and 10) Completing a Post Lawn Care Checklist after each visit.
The contract has an initial term of one year starting from July 1, 2026 to June 30, 2027 with an option for two additional one-year renewals.
Services will be performed at various locations across North Carolina including Hickory RC, Lincolnton RC, Mooresville AASF, Newton RC, Statesville RC, and Taylorsville RC.
Vendors must be registered with the North Carolina Secretary of State prior to entering into a contract. They are also required to complete background checks for personnel providing services under this contract. Vendors should have experience in providing similar services and must submit references using Attachment E: Customer Reference Form. Additionally, vendors are encouraged to participate in the Historically Underutilized Business program by meeting or exceeding a goal of 10% utilization of diverse firms as subcontractors.
