Redevelopment of Former DMV Site at 1100 New Bern Avenue and Adjacent Parcels

Background

The City of Raleigh is issuing this Request for Information (RFI) to gather insights for the redevelopment of the City-owned former DMV site at 1100 New Bern Avenue and adjacent parcels at 205 and 207 South State Street. The purpose of this RFI is to collect ideas that will inform a future Request for Proposal (RFP), focusing on development feasibility, appropriate uses, and community-aligned design approaches.

Work Details

Respondents can address either the Main Site or State Street Parcels, or both. They should aim to contribute innovative ideas for financially feasible development approaches, share information relevant to future redevelopment including risks and constraints, and offer input to shape the redevelopment process. The Main Site spans 5.88 acres with OX-4-UL zoning, currently occupied by the former DMV building and surface parking. Demolition is underway and expected to be completed by Fall 2026. The State Street Parcels total 0.51 acres with OX-3 zoning, previously used for overflow parking. City goals include accommodating affordable and market-rate housing, providing transit-supportive density, minimizing City subsidy, and delivering on community priorities established by the DMV Site Project Working Group.

Period of Performance

The RFI process is ongoing until July 15, 2026, with demolition of the Main Site expected to be completed by Fall 2026.

Place of Performance

The redevelopment will take place at the former DMV site located at 1100 New Bern Avenue and adjacent parcels at 205 and 207 South State Street in Raleigh, North Carolina.

Bidder Requirements

There are no strict submittal requirements for this RFI; respondents may provide as much or as little detail as they deem appropriate. Eligible respondents are not required to be developers.
