2026 (NPG) Non-Agricultural Nonpoint Source and Municipal Separate Storm Sewer System (MS4) Planning Grant

Background

The New York State Department of Environmental Conservation (DEC) is offering grants to local governments and soil and water conservation districts to support the initial planning of non-agricultural nonpoint source water quality improvement projects. The goal of this program is to prepare these projects for construction and subsequent funding applications. Additionally, grants will be provided to regulated Municipal Separate Storm Sewer Systems (MS4s) for comprehensive mapping and stormwater management program planning.

Work Details

The grant program will provide up to $3 million, with at least $1.5 million allocated for Nonpoint Source Planning Reports and another $1.5 million for MS4 Mapping and Stormwater Management Program Planning. Eligible applicants include municipalities and Soil and Water Conservation Districts, who can apply for one project type per application: Nonpoint Source Planning Reports, MS4 Mapping, or MS4 Stormwater Management Program Planning. Projects must have defined objectives, tasks, and deliverables that can be completed within a three-year contract period from June 1, 2026, to May 31, 2029. The funding covers up to 90% of the project budget, with a required 10% match from the applicant.

Place of Performance

The geographic location for performance includes areas served by local governments and soil and water conservation districts in New York State.

Bidder Requirements

There are specific set-aside goals including a Service-Disabled Veteran-Owned Business (SDVOB) goal of 6% and Minority/Women Business Enterprise (MWBE) contracting goals totaling 30%. Applicants must provide documentation of their eligibility as a municipality or Soil and Water Conservation District.
