Background The Department of the Interior, Bureau of Land Management (BLM), Colorado has a requirement for a Wildfire Remote Detection and Monitoring System. The goal of this contract is to establish a system capable of early smoke detection from wildland fires to identify and report possible smoke emissions from the initial start of wildfires. This initiative aims to enhance wildfire management on DOI managed lands, particularly in Moffat and Rio Blanco counties in northwestern Colorado, with potential expansion to other areas. Work Details The contractor will provide a wildfire remote detection and monitoring system that includes: - Early smoke detection capabilities using modeling and sampling architecture combined with remotely operated cameras. - A web-based portal for accessing live, still, and time-lapse imagery. - Automatic notifications and alerts sent to pre-identified fire managers upon detection of new fires. - Integration with existing applications for data accessibility by interagency fire dispatch centers, fire management officers, operational firefighters, and cooperating agencies. - The system must support various user roles: Administrators who operate the camera; PTZ Users who control the camera; View-only Users who access live video; and Public users with limited access. Period of Performance The period of performance for this contract is from August 1, 2026, through July 31, 2027 (base year), with four option years available. Place of Performance The primary locations for performance are DOI managed lands in Moffat and Rio Blanco counties in northwestern Colorado, with potential expansion to Montrose and San Miguel counties. Bidder Requirements Bidders must demonstrate relevant experience by providing past performance information for three contracts/orders performed within the last two years that are similar in complexity and magnitude to this project. Additionally, bidders must submit a fully completed and signed SF18 form, pricing for both the base year and option years through July 31, 2031, as well as details on the number of sites and services provided.
