Summary: Background The US Army Corps of Engineers, Kansas City District, is issuing an Indefinite Delivery Type Contract (IDC) for Fire Alarm and Mass Notification system upgrades on over 35 buildings at Ft. Leavenworth, KS. This contract aims to enhance safety and communication systems within the facilities, which include various types of buildings such as child development centers, chapels, administrative offices, instructional facilities, and fast-food facilities. The project is a 100% 8(a) set-aside aimed at supporting small businesses. Work Details The scope of work includes the removal of existing fire alarm and mass notification systems and the installation of new combination Intelligent Addressable Fire Alarm (FA) and Mass Notification Systems (MNS). Compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties is required for some buildings located in the Fort Leavenworth Landmark Historic District. The contract will be structured as a Single Award Task Order Contract (SATOC) for Design-Bid-Build construction projects. Period of Performance The geographic location(s) the construction projects will be performed (if provided) Place of Performance Fort Leavenworth, Kansas. Bidder Requirements This solicitation is a 100% 8(a) set-aside. Bidders must comply with bonding requirements and possess relevant contractor or trade licenses. Offerors must have an active registration in the System for Award Management database to be considered for award. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on W912DQ25CA029 awarded to SES Technologies for $5,372,718 (10/30/25–10/29/26). That prior work involved fire alarm and mass notification replacement for nine buildings, which aligns with the current SATOC scope to remove existing systems and install new combination intelligent addressable fire alarm and mass notification systems across 35+ buildings at Fort Leavenworth. The shared system type and replacement approach suggest the new effort may be a continuation or expansion of the same facility-wide upgrade program.
