Background The Military Sealift Command (MSC) Norfolk, Strategic Sealift Program Support Office is conducting market research through Sources Sought Notification N32205-SS-PM4-26-119. The purpose is to gather information regarding the price and availability of a U.S. flag, ocean-going certified tug capable of towing a U.S. Army Runnymede-class large landing craft (LCU) for an open-ocean tow mission. This request is for information only and does not commit to any costs incurred in preparation or submission. Work Details The contractor will provide a U.S. flag, ocean-going certified tug for one voyage to tow a Runnymede-class LCU from Fort Eustis, Newport News, Virginia to Yokohama, Japan. The tug must meet the following specifications: - Built in 1970 or later. - Sufficient bollard pull to tow the LCU at a minimum speed of six knots under Beaufort 5 conditions. - Fully bunkered for the voyage with stops for fuel or supplies authorized. - Equipped with internet and satellite phone capability. - Compliance with the U.S. Navy Towing Manual (SL740-AA-MAN-010). Additional requirements include: - A pre-tow conference at Fort Eustis with required attendees including the tug captain and MSC representatives. - Engagement of an Independent Marine Surveyor (IMS) to ensure compliance and provide oversight during operations. - Submission of a comprehensive towing package for review prior to commencement of tow, including technical evaluations, inspections, and certifications as per U.S. Navy standards. - Position reports during transit and upon arrival/departure. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The contract will be performed primarily between Fort Eustis, Newport News, Virginia and Yokohama, Japan. Bidder Requirements Bidders must provide detailed characteristics of the tug vessel including certificates of inspection and documentation. They should confirm layday availability and provide a lump sum price that includes up to four days at the destination site for customs/delivery. Bidders must also submit an itinerary detailing the number of days required to complete the tow mission and indicate their business size status as either small or other.
