Background The Hardware Acquisition Recompete-DLA Direct (HARDD) contract is issued by the Defense Logistics Agency (DLA) to provide material support for hardware and abrasive products to all U.S. Military, Foreign Military, and Non-Military customers. The goal of this contract is to ensure a reliable supply of various hardware items categorized under specific Federal Supply Classes (FSCs). This solicitation seeks to award multiple firm-fixed price, indefinite quantity contracts with a five-year base performance period and one five-year option period. Work Details The contractor will be responsible for providing a broad range of competitive National Item Identification Numbers (NIINs) within the following Federal Supply Classes (FSC): - FSC 5301 | Historical FSC - FSC 5305 | Screws - FSC 5306 | Bolts - FSC 5307 | Studs - FSC 5310 | Nuts and Washers - FSC 5315 | Nails, Machine Keys, and Pins - FSC 5320 | Rivets - FSC 5325 | Fastening Devices - FSC 5330 | Packing and Gasket Materials - FSC 5331 | O-Ring - FSC 5335 | Metal Screening - FSC 5341 | Brackets - FSC 5342 | Hardware, Weapon System - FSC 5345 | Disks and Stones, Abrasive - FSC 5350 | Abrasive Materials - FSC 5355 | Knobs and Pointers - FSC 5360 | Coil, Flat, Leaf, and Wire Springs - FSC 5365 | Bushings, Rings, Shims, and Spacers. Each contractor must price at least 45% of the NIINs listed in Attachment 2 to be considered for award. The delivery of items will be FOB Origin for all orders. Period of Performance The geographic location(s) the product will be delivered to or performed at. Place of Performance The products will be delivered to designated DLA direct locations as specified in each delivery order. Bidder Requirements Bidders must be certified as a Small Business. Proposals from suppliers not compliant with set-aside requirements at the time of submission will be deemed non-responsive. Contractors are required to manage numerous delivery orders while ensuring compliance with country of origin limitations and small business manufacturing requirements. They must also maintain higher-level quality standards such as ISO 9001:2015.
