CBP requires healthcare practitioners to work out of Medical Priority Facilities (MPFs), Office of Field Operations (OFO) Ports of Entry (POEs), and potentially other forward deployed locations within the United States, to address medical and public health concerns for individuals in CBP custody. To discharge agency responsibilities along the southwest border, DHS/CBP has established enhanced medical provisions for individuals in custody at the southwest border crossings and OFO POEs. Contracted medical personnel deliver medical support at various locations.

Summary (Newest Update)

Background U.S. Customs and Border Protection (CBP) is seeking healthcare practitioners to provide medical services at Medical Priority Facilities (MPFs) and Office of Field Operations (OFO) Ports of Entry (POEs) within the United States. This initiative aims to address medical and public health concerns for individuals in CBP custody, particularly along the southwest border. The agency has established enhanced medical provisions to ensure that individuals in custody receive necessary medical support. Work Details The contracted medical personnel will be responsible for: 1. Maintaining frontline medical services 24/7/365 at designated locations. 2. Providing supervisory physician oversight, patient safety risk monitoring, and quality management/oversight. 3. Conducting health intake interviews for all children under age 17 in custody. 4. Identifying individuals with Elevated In-Custody Medical Risk (ECMR) diagnoses and ensuring they are marked with appropriate color-coded arm bands. 5. Documenting all medical assessments in the Electronic Medical Record (EMR) System. 6. Offering follow-up care after referrals to local health systems or hospitalization. 7. Supporting public health efforts by ensuring early identification, treatment, isolation, and infection control for infectious diseases within CBP facilities. 8. Conducting exit health interviews for individuals receiving medical treatment to confirm fitness for travel or transfer. Period of Performance The geographic location(s) the contract will be performed (if provided) Place of Performance The services will be performed at various locations including Medical Priority Facilities (MPFs), Office of Field Operations (OFO) Ports of Entry (POEs), and potentially other forward deployed locations within the United States. Bidder Requirements Bidders must demonstrate the capability to provide unique and highly specialized medical services as required by CBP's standards, including having cleared personnel ready to fulfill immediate requirements without delay due to background investigations. Incumbent Analysis (see Incumbents section for more detail) This opportunity appears to have a confirmed incumbent based on the prior contract 36F79722D0185-70B03C25F00000633 awarded to Loyal Source Government Services valued at $53,233,450 (09/28/25–06/27/26). The prior award description—medical services for migrants with relocation of medical staff between CBP locations (e.g., Del Rio POE to Brackettville Station)—aligns closely with the current requirement for healthcare practitioners to provide 24/7 medical coverage and related intake, risk identification, EMR documentation, and follow-up care at MPFs and OFO ports of entry.
