Background The National Aeronautics and Space Administration (NASA) is seeking to provide helicopter training for up to 6 pilots and selected pilot staff within the NASA Astronaut Office and Aircraft Operations Division. The training focuses on autorotation, recurrent training, and consultation on technical changes to NASA helicopter publications, aimed at preparing the Astronaut Corps for lunar surface operations. Work Details The Contractor shall perform the necessary work to support Bell 206B training and meet all requirements. Specific tasks include: 1. Provide training services within a 350-mile radius of the Johnson Space Center. 2. Conduct initial and/or recurrent pilot training on the Bell 206B at a Bell Certified Training Facility (CTF). 3. Ensure availability of a Bell 206B and instructors for on-demand training per NASA crew schedule. 4. Configure all aircraft to meet FAA requirements with dual control fittings. 5. Maintain current aircraft safety equipment certifications subject to government inspection. 6. Submit to a NASA Commercial Air Services Inspection as per NASA STF 7919.1 and conform to any suggested changes post-inspection. 7. Provide access to a dedicated practice area for safe flying training for astronauts. 8. Ensure pilots meet minimum requirements outlined in NASA STD 7919.1, table 7.3.1 and section 7.4.1. 9. Have instructors with experience as former helicopter maintenance test pilots or similar on Bell 206 variants available for training sessions. 10. Be an Original Equipment Manufacturer (OEM) authorized organization capable of providing technical consultation for pilot documentation revisions related to airworthiness of the TH-57(B). 11. Offer a focused autorotation course emphasizing safe recovery techniques during engine failure simulations, including energy management concepts relevant to HLS training schemes. 12. Conduct an in-depth review of aircraft operations and maintenance procedures, utilizing hands-on training aids across various systems (power plant, rotor systems, avionics, electrical system, airframe). 13. Provide FAA rated Flight Simulation Training Devices (FSTD) for emergency simulations and procedural practice development. 14. Deliver a comprehensive training report detailing hours flown upon completion of the program. Period of Performance 1 July 2026 – 31 December 2026 Place of Performance Training services will be provided within a 350-mile radius of the Johnson Space Center. Bidder Requirements The Contractor must provide qualified personnel, materials, equipment, documentation, and facilities necessary for the work; have current aircraft safety equipment certifications; submit to inspections; ensure instructors meet specific experience criteria; be an OEM authorized organization; and provide access to required facilities.
