Background

The North Carolina Department of Public Safety (DPS), Division of Emergency Management (NCEM) is issuing this Invitation for Bid (IFB) to pre-qualified vendors approved to perform work on Hazard Mitigation Grant Program (HMGP) projects. The goal of this contract is to provide residential construction services specifically related to acquisition and demolition projects in Avery County, under project number 4827-0023.

Work Details

The services required under this contract include: 1) Notifying property owners about the project timeline and conducting a Duplication of Benefits analysis; 2) Conducting title searches to ensure rightful ownership; 3) Conducting property appraisals at Pre-Disaster fair market value; 4) Providing written offers to purchase properties based on appraisals; 5) Closing transactions with necessary documentation and attorney fees covered by the contractor.
