Background

The Rappahannock Area Community Services Board (RACSB) is a local government agency focused on the education, recovery, treatment, and wellness of residents affected by mental health and substance use disorders and developmental disabilities. The agency serves the City of Fredericksburg and the counties of Caroline, King George, Spotsylvania, and Stafford. This Request for Proposals (RFP) aims to procure professional cleaning services for seventeen (17) RACSB facilities to maintain a clean and safe environment for clients and staff.

Work Details

The contractor will provide all supervision, labor, janitorial and cleaning products, janitorial supplies, cleaning equipment, and other necessary tools for cleaning the facilities. The specific cleaning requirements include: - Facilities range from group homes to outpatient clinics to administrative offices. - Locations vary in size from approximately 2,000 square feet to 18,000 square feet. - Cleaning supplies must include toilet paper (2-ply), paper towels, trash can liners, hand soap (antibacterial foam), cleaning rags, mops, brooms, dustpans, brushes, detergents, disinfectants, floor treatment products (wax), glass cleaners, furniture polishers, carpet shampoo products. - The contractor must maintain quality control protocols and ensure compliance with all applicable health and safety regulations.

Period of Performance

The contract will commence on August 1, 2026, and will initially be for one year with four optional one-year renewals.

Place of Performance

Services will be performed at various locations throughout the City of Fredericksburg and the counties of Caroline, King George, Spotsylvania, and Stafford.

Bidder Requirements

Bidders must have at least three years of experience in providing similar cleaning services. They must be licensed to operate in Virginia and registered with eVA. Contractors are required to carry Worker’s Compensation coverage as well as general liability insurance with specified minimum limits. Attendance at a mandatory pre-bid meeting is required for eligibility.
