PPPL currently has on-site, multiple fuel dispensing and storage container systems that require routine maintenance, inspection and repair. PPPL is seeking to enter an agreement with a vendor to provide these services. The fuels currently dispensed and stored on site are, No. 2 Fuel Oil, Diesel, Biodiesel, Gasoline. Fuel storage containers range from steel tanks to concrete ConVault units, from 500 to 25,000 gallons. Some of these systems utilize Diesel-Pure filtering systems that require regular filter change-outs The Subcontractor shall provide all materials, labor, supervision, equipment, and expertise required to complete formal inspections and manufacturer required service for all dispensing, storage, monitoring/alarm and filtering systems on a Semi-Annual Basis. Subcontractor shall also provide On-Call emergency service / repair if required by PPPL personnel. The Subcontractor shall provide routine preventive maintenance (filter changes, etc.) and inspections for fuel dispensing equiopment and deisel generators and fuel storage tanks.. In addition, the Subcontractor shall also provide the repair of any minor deficiencies found and shall report any serious problems immediately to the PTR or their designee and shall confirm them in writing on the service report. For each system, the Subcontractor shall prepare and submit copies of reports showing items inspected, tested, repaired or replaced, and notes of any items of concern signed by the performing technician A MANDATORY PRE-PROPOSAL CONFERENCE IS SCHEDULED FOR 11 JUNE 2026 AT 1:30 PM. Background The Princeton Plasma Physics Laboratory (PPPL) is seeking a vendor to provide maintenance, inspection, and repair services for its on-site fuel storage and dispensing systems. The goal of this contract is to ensure the safe and efficient operation of various fuel systems that include No. 2 Fuel Oil, Diesel, Biodiesel, and Gasoline. The contract aims to maintain compliance with safety regulations and manufacturer requirements while providing reliable service to PPPL's operations. Work Details The subcontractor will be responsible for providing all materials, labor, supervision, equipment, and expertise necessary for formal inspections and manufacturer-required services on a semi-annual basis. Services include: - Routine preventive maintenance such as filter changes for Diesel-Pure filtering systems. - Inspections of fuel dispensing equipment and diesel generators. - Repairs of minor deficiencies found during inspections. - Reporting serious problems immediately to PPPL personnel with written confirmation on service reports. Specific equipment includes: 1. Generator Diesel AST-5R (900kW) - 1000-gallon double containment ConVault Tank - Level indication and alarm system - Diesel-Pure System – 200 Series 2. Generator Diesel AST-8 (2600kW) - 15000-gallon steel tank with steel containment - Level indication and alarm system - Diesel-Pure System – 300 Series 3. Tanker 1 (Diesel) - 5000-gallon Mobil Tanker - Diesel-Pure System – 100 Series 4. Tanker 2 (Diesel) - 7500-gallon Mobil Tanker - Diesel-Pure System – 100 Series 5. Boilers AST-1 (No. 2 Fuel) - 25000-gallon steel tank with steel containment - Level indication and alarm system - Diesel-Pure System – Competent persons for activities as required by applicable OSHA standards. Bidder Requirements Bidders must be licensed and insured to provide the required services. They must also be an approved distributor and installer of all components associated with the systems being serviced. Additionally, bidders are required to submit their most recent three-year averages for EMR, lost time frequency rate (DART), and total recordable incident rate (TRC). Compliance with OSHA standards is mandatory, including obtaining a government-issued REAL ID compliant photo ID for access to PPPL.
