Summary: Background The National Park Service, Northeast Region, New England Major Acquisition Buying Office, is issuing this Request for Proposal (RFP) for the replacement of the HVAC system at the Nelson House Carriage House located in Colonial National Historic Park, Yorktown, VA. The goal of this contract is to ensure that the HVAC system operates efficiently and effectively within a historic building that serves as a dispatch center for park operations. Work Details The work consists of providing all labor, qualified supervision, materials, tools, equipment, supplies, and incidentals necessary for the replacement of a 3-ton Trane heat pump air handler and a 3-ton Trane heat pump condensing unit. The contractor will replace the existing units with equivalent high-efficiency models and connect them to a new zone control system that allows for separate temperature control on two floors. Specific tasks include: - Replacement of existing 3-ton Trane heat pump air handler with equivalent size equipment and minimum 8kw heat strips. - Securely mount the indoor air handler in the current location and tie into existing ductwork. - Replacement of existing 3-ton Trane heat pump condensing unit with a high-efficiency equivalent sized unit positioned at least 4 inches above the current pad. - Installation of insulated refrigerant lines, electrical wiring, conduits, and drainage tubing as needed. - Testing the system for proper operation and refrigerant charge. - Installation of a new service disconnect with voltage monitoring and surge protection. - Proper disposal of all removed equipment following local regulations. Optionally, the contractor may also provide and install two commercial-grade thermostats that can control humidity and dehumidification to replace current thermostats. Period of Performance The contractor shall begin performance within 14 calendar days after receiving award and complete it within 218 calendar days. Place of Performance The work will be performed at Colonial National Historical Park located at 209 Read St., Yorktown VA 23690. Bidder Requirements Bidders must furnish any required performance and payment bonds. Contractors must provide proof of liability insurance for all personnel working on this project.
