This is not a solicitation or request for proposal and no contract or purchase order will be awarded from this notice. There is no solicitation available at this time. Military Sealift Command (MSC)-Norfolk is seeking eligible businesses to perform and deliver global maintenance, inspection, repair, and certification services for its fleet of shore-based Material Handling Equipment (MHE). The Contractor shall provide all labor, materials, supervision, and equipment necessary to perform annual weight tests, inspections, certifications, and emergent repairs on a diverse fleet of MHE. This equipment is manufactured by various OEMs (including Hyster, Doosan, CAT, Kalmar, and others) with capacities ranging from 4,000 lbs to 65,000 lbs. Services will be performed at MSC warehouse and training facilities located across the Continental U.S. (CONUS) and Outside the Continental U.S. (OCONUS), including but not limited to Guam, Italy, Bahrain, and Japan. The Contractor must be capable of meeting required repair timelines of ten (10) working days for CONUS locations and fifteen (15) working days for OCONUS locations. All work must be performed in accordance with Original Equipment Manufacturer (OEM) technical manuals and relevant Naval publications, including NAVSUP P-538 and NAVSEA SW0-23-AH-WHM-10. The Government anticipates a period of performance with a one (1) base year and four (4) 1-year option periods commencing on or about 01 August 2026. Bidder Requirements Bidders must demonstrate capabilities in providing maintenance services for MHE by submitting a capabilities package that includes company profile details such as number of employees, office locations, CAGE Code; point of contact information; small business standing; experience in MHE maintenance; technical approach for servicing a multi-OEM fleet; process for managing deliverables; strategy for deploying technicians; supply chain logistics plan; and authorization or certification for specific equipment types.
