The Washington State Developmental Disabilities Council (DDC) is initiating a Notice of Funding Opportunity (NOFO) for the Legislative Education, Information and Tools Program (LEIT). This program aims to empower individuals with developmental disabilities and their families by enhancing their advocacy in public policy, ensuring their rights are protected, and promoting equitable access to services. The DDC serves as a voice for these individuals within state government, facilitating systemic change and capacity building in collaboration with various stakeholders.
The contractor will support statewide advocacy through the following activities: 1. **Community Outreach & Equity**: Develop and implement outreach strategies targeting underserved communities, maintain partnerships with community organizations, and track engagement metrics. 2. **Legislative Education & Engagement**: Create accessible educational materials for policymakers, distribute candidate questionnaires on developmental disability issues, and enhance engagement with the disability community. 3. **Advocacy Days**: Plan at least eight Advocacy Days during the legislative session, including two in-person events in Olympia, ensuring accommodations for participants. 4. **Legislative Tools & Tracking**: Produce weekly bill trackers during the legislative session, provide updates on disability-related policy activity, and host an annual Advocacy Collaborators Meeting. 5. **Website & Communications**: Maintain a public-facing website with resources and advocacy tools while ensuring accessibility and translation of materials.
The contract is expected to commence on October 1, 2026, and conclude on September 30, 2028. There is an option to extend the contract annually through September 2031.
The services will be performed in Washington State.
Proposers must be licensed to do business in Washington or commit to obtaining a license within thirty days of selection. They should have at least five years of experience working with the developmental disabilities community and familiarity with state and federal legislative processes.
