Background

The State of Oregon, through the Oregon Business Development Department, is issuing this Request for Proposals (RFP) to engage a consultant for a comprehensive assessment of the economic contribution of Oregon's creative economy, which encompasses arts, culture, heritage, and humanities. The mission of the Oregon Arts Commission and the Oregon Cultural Trust is to enhance the quality of life for all Oregonians through the arts by stimulating creativity and economic vitality. The agency's proposed budget for this project is $72,500.

Work Details

The selected consultant will perform the following tasks: 1. Project Kickoff and Management: Confirm objectives, deliverables, schedule, data requirements, and communication expectations with The Arts Program. 2. Define Focus Area and Review Existing Research: Develop a clear definition of the focus area to be analyzed and review existing studies to ensure consistency with best practices. 3. Data Collection: Identify and prepare all necessary data for workforce and economic analysis, including labor market data and organizational data. 4. Workforce Profile: Summarize workforce information associated with the focus area including employment statistics and demographic information. 5. Economic Contribution Analysis: Estimate the economic contribution using an accepted regional economic modeling tool, documenting all assumptions and model inputs. 6. Deliverables: Provide a technical report detailing methods and results, a public-facing summary report or slide deck (5-10 pages), and incorporate feedback from The Arts Program within two weeks.

Period of Performance

The initial term of the contract is anticipated to be six (6) months from the date of award, with a possibility of extension up to an additional six (6) months depending on need and budget approval.

Place of Performance

The work will primarily be conducted in Oregon as it pertains to assessing Oregon's creative economy.

Bidder Requirements
